Situation
A local developer machine with freshly installed PowerBI Report Server Jan19 plus Desktop Jan19. Machine is not in a domain, local user account. I can open the portal via browser and publish a report (local CSV source) via PBI Desktop, but when I enter the report in the browser all visuals show "Unexpected error".
The RSPowerBI log file contains an error "Cannot resolve UPN for user xxx", but it is a local user, having no UPN. The setup worked with the August release wie IE (when configuring Negotiate as authentication), but not in Jan19 it seems.
Any help appreciated.

Are you using a DAX username() function at all for this dataset?
No, not a all. No RLS either. Pretty simple CSV merging and display, no user context.
I got the same issue after update to jan 2019. it occured on the report server non-ad install. those instance installed in AD work well.
