Excel Spreadsheet Security issue on Power BI Report Server
We are storing our spreadsheets in the web portal so the users can download and view what they need. We are currently not using OOS because we couldn't figure out how to make viewing the spreadsheet...

PG team provide a workaround below:
“Create a folder for what needed to set custom security. Set custom security to the folder, then move excel files to that folder and use parent security setting. “

I am seeing this as an issue on my PBIRS. Getting the same error. I have tried the workaround suggested. Able to download a spreadsheet as an admin, but other users cannot access and are receiving the following error:
"The website decliend to show this webpage. This website requires you to log in. "
User is authenticated and has navigated thru PBIRS to the spreadsheet location.
