Esri visual map not publishing

I have created a nice map in Power Bi desktop which looks great but when I publish the map is blank with a message,"To see custom visual, add it to this report first. See details"

The map is using the ArcGis mapping tool and is not using any other visual tools. I have tried to open in both IE 11 and Chrome and also tried on a different computer.

I had exactly the same issue but now it is working on the Power BI service. However, when I try to add the map to a modern page on SharePoint online, I get the same issue appearing.
