Emulating SSRS in Power BI Report Server

Is there a way to have a power BI file on a report server generate an email on a specific date and time each month to my end users to remind them that their data has been refreshed with the latest content?

No, this is not currently supported.

One work around could be to create an empty paginated report then schedule that report, but turn off the options to include the report and a link. Then this just becomes an email that is sent out on a schedule and you could include the url to the pbix report in the email body...
