Dynamic Content in Power BI Desktop for Report Server

Hello together I have the following problem.

We use the Power Bi Report Server and have a distinctive role concept. For reports we publish as administrators and provide for the users it is no problem. However, we would like to allow users to build their own reports. Of course only with the data they are allowed to see. Unfortunately, this is not possible in the report server as in the cloud via the web interface. Is there a way to keep the data dynamic in the Power BI Desktop for Report Server or to introduce roles there? Otherwise also with an additional tool.
