Disable Publish button from Power BI Desktop for Report Server

Is there a way to disable the "Publish" button within Power BI Desktop for Report Server?  We have both a on prem Report Server and cloud service, but would like for them to be independant.  Right now it appears you can publish to the service through the Desktop for Report Server.

That is not currently possible. Anyone can download both versions of Power BI Desktop.  If at all, this setting should be enforced at the service level.

I suggest there should be an option to "DISABLE"
