DirectQuery to Oracle in PowerBI on PowerBI Report Server 03-2018

With import mode you can setup automatic scheduled refreshes - you don't need to re-upload the report.
You will however need to enter credentials that can connect to your data source in order to refresh the data, and I suspect you'll run into the same issue which is stopping you from using direct query.
Re your DirectQuery issue, have you definately configured credentials in the management screen for your report and connected successfully to Oracle?

I've completely overlooked the management possibilities on the SSRS side. It turns out I needed to setup the credentials there again despite they are already set in the report.
