Hi,
I'm making reports in the server version of PowerBI desktop.
when i want to make sure i'm using Direct Query it seems that, if i'm using a new tabel, (For example a measure table) the server version dont give me the option to choose for direct query or import.
It seems to make the whole report Import at that time.
Is this by design in the report version?

Yes this is by design. The on-prem Power BI Report Server does not currently support composite models, so your entire model has to be in either direct query mode or in import mode. You cannot choose the mode per table.
