After try all the methods provided we still cannot figure out the reason.
We eventally filter out the data as user request and the problem dont exist anymore.

Thx for all reply.
The dashboard did not applied any row level security.
The page level filters are checked both are the same.
I had re-published a new dashboard with a changed vsiual name but the result still different between desktop and report server.
The report server version and desktop version are aligned both are Jan 2024.
And there are no error reported from the server and log.
I do have not try to open in different brower and I will try to do that later.
