We are startup company and we have on-premise solution developed using MS SQL & .Net Core, we are interested on integrating with Power BI service, is their a license model for development purposes that we can install on-prmise for development and demo purpose?

Power BI Desktop is a free tool provided by Microsoft that allows you to connect to various data sources, transform and model your data, and create reports. It's ideal for development and initial demonstration purposes.
Install from here
Power BI Service has a free tier that allows you to publish reports created in Power BI Desktop. You can add your team members in the workspace. This is particularly useful for demo purposes and initial internal sharing.
Microsoft Fabric Trial: As you are looking for Demo purpose you can enable Microsoft Fabric Trial which is for 6 months and there you can explore all the premium capacity options. Microsoft fabric trial is equivalent to F64 and Power BI Premium capacity.
