Hi,
There is a scenario in which a BI consultant contracting with a remote company to design Power BI reports on-premise.
The consulatant uses the Free Power BI Desktop designer for Power BI Server and saves the file as PBIX. Then this file is sent by email to the remote company. The company has a regulation that prohibits external connection to its servers from outside the firewall. So this is the only way to get the report to the server.
The remote company uploads this PBIX to Power BI Report Server from the PBI server portal Upload function. Afterwards, the data source of the report is changed to point to the company's SSAS server.
Off course we assume in the above that the SSAS tabular model used in both the consultant laptop and company's servers are the same.
Is the above scenario possible?

Yes this is supported.
Once the .pbix file is uploaded to the portal click the ... and select manage
Then on the management page, click "Data sources" and point to the AS server you are interested in.
