Dataset in Power BI Report Server

How does Dataset in Power BI Report Server works and what is its purpose? Can I extract raw excel dumps using this? Is this only available if I have SSRS or can I use this if I only have the Premium license without SQL Server w/ SA?

So you have old fashioned SSRS datasets that you can access in a PBIX via oData as shown by this video

But you have to define these using conventional SSRS dev tools.

I don't believe you currently have any access to the datasets inside individual PBIX files on the PBI-SSRS Server.
