Hi,
I have On-Premises Power BI solution, my dashboard size get increase from 1 GB so that i increase MaxFileSizeMb to 2 GB in report server. the change effect is that now for old publish dashboard and report data can not get refresh automatically, secondly in old dashboard data not increase from 1 GB.
pls guide what could be issue and how to set data upload / refresh automatically.

i didn't get chance to see log, i tried to directly upload file from report server portal than able to upload file.
but desktop version not allowed.

The only way to increase the capacity is purchasing premium capacity. Without premium capacity, the max model size is limited to1GB. Change the MaxFileSizeMb in report server will not effect the capacity limitation in power bi service.

as far as i know MS Power BI On-Premises solution license in two ways, premium and go for SQL Server Enterprise Edition with SA.
We have license with SQL Server Enterprise Edition with SA.
i don't think so its depended on license.
pls guide.

What you mentioned are the two ways you can get the product key for Power BI Report Server: Power BI Premium and SQL Server Enterprise Software Assurance (SA).
For report server see this:

However, you cannot take advantage of SA when you comes into Power BI service. They are two different products.
For Power bi service, the capacity section mentioned the max model size:
