Data from PBI Service to PBI Report Builder desktop app

Hello,

I'm following the directions here to link a PBI dataset to report builder. I keep getting The remote server returned an error: (403) Forbidden. ---------------------------- The connection either timed out or was lost as an error after opening the query designer.

Is there any other way to get a PBI dataset into the report builder desktop app? Thanks any help is apprecited. I have PBI Pro as well

Did you use 'Report Builder' or 'Power BI report Builder' ?

Report Builder Power BI Report Server 

Power BI Report Builder is for General/Cloud Power BI 

Link mentioned in the queston is pointing to Power BI general not Report Server. so am not sure if you are just Power BI or Power BI report Server ?
