To connect to Google Big Query from Power BI Report Server, the need for a gateway depends on where the data resides and how Power BI Report Server accesses it. Typically, Power BI Report Server is an on-premises server for hosting Power BI, paginated reports, and so on. If your Google Big Query data needs to be accessed by a Power BI report server and can't be accessed directly over the internet (typically, because Google Big Query is a cloud service), you'll need an on-premises data gateway to facilitate this connection.

Regarding pricing for using gateways, on-premises data gateways themselves have no direct costs associated with connecting to cloud services like Google Big Query.
