Dashboard with multiple tiles won't scroll

I have a dashboard with 10-ish tiles - stacked vertically.  I can scroll fine through the dashboard, but if I interact in any way with any of the tiles, the dashboard no longer scrolls correctly.  It's as if the subsequent tiles are squashed into a few lines at the bottom of the dashboard view.

This used to work fine before the July 2023 release.
