This may be a very basic question. But I would like to confirm.
1. We have a dashboard functionality in Power BI PRO version where we can pin the charts from different reports to create a dashboard. I believe this functionality is not available in On-Premise Reporting Server. Please confirm
2. We can share the same dataset in Power BI Pro (Power BI Service) to create various reports. One of the advantage is reducing multiple refresh on the SQL serverside. But this is not available in On-Premise. Please confirm.

You are correct, there is no dashboard functionality in SSRS-PBI.
You are also correct there is no method of data sharing. You can kind of re-use old fashioned SSRS shared datasets as these are available via a REST API. But the XMLA endpoints and shared datsets available on the PBI Pro Web Service are not currently implemented in SSRS-PBI.
I've not heard in the XMLA endpoint stuff is planned for a futuer SSRS-PBI release. I would hope that it is as its stupidly usefull.
