Create a hyperlink on Power BI Report Server (perhaps using the logo image)

One work-around is to insert a "KPI".
Value: 'Set Manually' = "Submit Ticket"
Goal: 'Not set'
Status: 'Not set'
Trend set: 'Not set'
Visualization: 'None'
Related content: 'Custom URL' = "[URL to support ticket]"
Check 'Direct navigation'
