We can create calculation group on standard version of Power BI Desktop by using external tool like Tabular editor,
how can we achieve this in on-premise Power BI Report Server? Is that possible?

That's possible if you using the latest version of PBIRS (2020-Oct) or the later versions.
The PBIRS does not support external tool yet but you can enable "enhanced metadata format" at "preview features" so that you can use tools like "tabular editor" to create the calculation group on PBID (RS version)

I just installed Tabular Editor 2.17.2 to investigate creating calculation groups. I am primarily using PBIRS for my report development (currently May 2022 GA, about to upgrade to Sept 2022 GA). I searched and searched for exact directions on how to actually connect to a PBIX data model for a PBIRS report with no luck, and finally just started clicking stuff in Tabular Editor. After a few tries, I found it! (hint: Power BI Desktop starts a local instance of SSAS)
First, open the PBIX you want to modify in Power BI Desktop. Then open Tabular Editor (you can open TE first, but you need the PBIX open to get this to work).
In Tabular Editor, select File > Open > From DB. You will get the dialog show below. All you need to do is use the "Local instance" dropdown to select the PBIX you have opened, which is effectively running its own local server instance of SSAS.
Hi! I have an issue with Power Bi report server. I manager to use Calculation groups in power bi web, but when i did same for Report Server, i am getting null values for max_date. For example, for 15th of December it must be 1000 but it shows blank(). May be there are some constraints?

Thanks @DavisBI, but despite of activating "enhanced metadata format" in the January 2021 version of Power BI Desktop RS, there is no one Ribbon on the menu with de "External Tool" option to execute Tabular editor.
Do you know what is happening?

Yes there is no "External Tool" ribbon for RS version but you still can use Tabular editor to connect your PBID model

Hi Davis,
As a user I would like to use field parameters to change visuals (dynamically change the measures being analyzed within a report). This feature https://learn.microsoft.com/en-us/power-bi/create-reports/power-bi-field-parameters is not available in Power BI Report Server.
The alternative is to create calculation groups via Tabular Editor. But what if the option for Preview features doesn't exist in the settings of Power BI Report Server?
Would it alternatively be possible to create a disconnected table and use DAX to display the selected value?
