You would need to contact your Microsoft Account representative to find this out. There are different volume licensing discounts depending on the industry type and the amount of licenses you purchase for Microsoft products. If you do not have an existing Enterprise Agreement with Microsoft then it's probably cheaper to license Power BI Report Server by purchasing Power BI Premium capacity.
