Controlling Visibility with both Expression and Toggle

Hello,

 

I have a row that I only want to appear if there information in that row. If there is no information in that row, then I do not want it to show up. Additionally, I want to be able to hide the row with a toggle, even if it contains information. Multiple rows are all using the same toggle and may or may not have information in them.

 

I have it currently set up with both "Show or hide based on an expression" and "Display can be toggled by this report item:". When I use the toggle to hide all the rows, suddenly the empty rows are showing up. Is there a way to prioritize the toggle or somehow pull the toggle status into the expression?
