I have a few files that is currently housed in my office network drive (on Prem). I am pulling it daily by having a human to click on the refresh button. The report is then shared on the PowerBI Report Server. Would like to know if there any way that I an schedule a auto refresh daily? Is the Gateway required?

Am I correct that I need to do this first? - Permissions are defined in the role definitions for the report server.
Yes you need to get the right permissions first. Please note that you can't give permissions to your own account. I would reach out to your Report Server admin.
Also, as mentioned in the article, prior to creating a schedule data refresh , you need to set the credentials for each data source used in your Power BI report.

Just like how you did in Power BI Desktop. First you will need enough permissions on the Report Server.
You can setup a schduled refresh in Power BI Report Server. Take a look at https://learn.microsoft.com/en-us/power-bi/report-server/configure-scheduled-refresh
