It would be good to know why the Modern SPO URLs do not work.

Super UserIt looks like you are a Microsoft employee so you could probably find out more about this internally.
But my understanding is that the issue is around storing and forwarding Azure AD credentials for scheduled refreshes. I believe that on PowerBI.com this is handled by functionality in Azure which does not exist in the on-prem environment.
