Can we export Power BI Report using URL access?
There is a feasibility in SSRS(using rs:Format) to do the same. Here is the link https://docs.microsoft.com/en-us/sql/reporting-services/export-a-report-using-url-access?view=sql-server-2017
Can we do something similar for reports published onto Power BI report server?
Is there any option other than 'File->save as pdf' in webportal to export the reports/graphs into pdf.

You can do this for paginated (rdl) reports, but not currently for Power BI (pbix) files. The ability to subscribe to pbix files is currently only available in the cloud service (so when you publish to powerbi.com)
