If a Power BI Report Server (PBIRS) instance is currently running the January 2019 Update, and you'd like to update it to the September 2019 update, do you have to install both the May 2019 and September 2019 updates, in order, or can you just install the September 2019 update?
Are updates for PBIRS cumulative or do you need to install all outstanding updates? Thanks.

The updates are cummulative. As with all updates you should make sure you have a backup of your database and encryption keys and test on a dev server if you can just to be safe. But in general you just need to run the installer for the latest version.
