I am wondering if you found a fix. I am also receiving the same error message when I try to create a refresh schedule. My PBIRS is at May 2019 release.
Anonymous , Not really any solution for this. If we delete and recreate a schedule, it works. But we will lose the history and back end job will be dropped and recreated.
I know, this cant be done in PROD setup, but still a work around till we solve the root cause.
