Allow users to Modify parameters in PowerBI Server

What is the business value of allowing them to set the parameters? Would you be better off including all the data and then having the users filter it as needed? Re-rendering in the "regular" Power BI is cheaper than in paginated reports.

My client was using paginated reports to consume all the data from their database, allowing Business Users to filter as they wanted and download it as an Excel file. So, the next step is to see if we can replicate this usage using PBIX files, and for sure, what's expected in the future is to do it as you mentioned.
So, for now, I want to see if it is possible to allow users to modify parameters in an easy way.

The only way is to use Direct Query and Dynamic M Query parameters. But that also involves having all data "at their fingertips".
