If a user export any data as csv (funny that it doensn't support xls), and send it to someone out of office.. we want to track who exported the file and shared illegally. Can I add any signature (like userid+date) into the exported data's last line or exported file's properties?

No you can't do this. And if you could what would stop the user just deleting the last line?
But you can block people from exporting the data from a given report
May be not to last line but to properties of the file. Meta tags of file ..
