We have an installed of the Power BI Report Server. Individuals in the BUILTIN\Administrators group can login and see everything as they should. Individuals that have been assigned folder access by using their ADS account or BUILTIN\Users (which has Domain Users in it) can access the subfolder if they go directly to the URL for that folder.
If they go to the standard URL for the reprot server https://<your server>/reports/browse, they get an error message when they login that indicates they Could not load folder contents. You are not allowed to view this folder. Contact your administrator to obtain the necessary permissions.
The report server is the March 2018 release.
What I can't find is how to assign access to the home folder. Any suggestions would be appreciated.

Actually it's the same as for a subfolder. When you navigate to the Home page (https://<your server>/reports/browse=) as an administrator there's an option "Manage Folder" next to the options "New", "Upload" and "Tiles".
When you click that on "Manage Folder" you can set the security for the Home folder. Add those user(group)(s) with Browser-role to that folder.
