I got already a confirmation from our tenant admin that this option is not available in the Admin Portal anymore, since this feature was promoted to General Availability.
Looks like an issue with Fabric or with the documentation.

I agree that I don't think this is a tenant setting issue. The error message seems to be outdated because the tenant toggle was removed when the feature went GA.
I suggest you raise a support ticket to confirm whether this is intended or a licensing issue.
