split - ungroup - unpivot - transpose file

Hi, I have a set of .csv files that look like this:

After cleaning in excel to make the grouping more obvious it looks like this for the first employee

Is there a way to transform this file to a simple list like this:

    Hi @

    Do you want to transpost the file in Power BI Desktop? If so, could you please upload the CSV file to OneDrive and post shared link of the CSV file in this forum so that I can test?
