A user is getting 2-3 emails per day notifying them that the Salesforce Sales Manager has failed to refresh. How do I disable the refresh and stop the notifications? We do not want the Sales Manager to refresh.

In addition to @ankitpatira's suggestion, you can open Power BI Service, click Settings-> Datasets then find the dataset used by Salesforce sales manager report, open Schedule Refresh tab, disable this option. See:

How do I access Power BI service? I only have Power BI Desktop, and do not have the same view as show below.

In your scenario, did the user receive the email about refresh failed like this?
I guess the refresh is enabled in Power BI Service instead of Power BI Desktop, you can let the dataset owner sign in Power BI Service, then follow my original reply to troubleshoot the issue.

@dmeinershagen In power bi service go to dataset under Datasets -> click on three dots (ellipses) -> Settings -> turn off schedule refresh.
