I would like ask about how can we use program to access power bi .pbix file through POWER BI DLL use C#, java or another other language.

I don't find anything on accessing an pbix file programmatically. The released APIs are to access published reports in Power BI Services or Power BI embeded. You can sumbit your feedback on Power BI Ideas.
By the way, may I know why you have to access an pbix file programmatically?
