move one line after another

hi, as a new Power BI and Power Query user, I understood that it was not possible to move the rows of a table, but I prefer to ask if it was possible to move one row after another.
Here's an example of what I'd like to do:
I'd like to place my rows 5-6 after my rows 2-3.
How do I do this?
I'm attaching 2 screenshots to illustrate my request.

    Hi alex753 ,

     

    Here's the sample data:

    Steps:

    1.Remove blank rows and then duplicate the table.

    2.In the first table, remove the bottom 2 rows, in the second table, remove top 2 rows.

     

    3.For both two tables, use the first row as headers. And then add a custom column to add the Table(2).
