We are planning an implementation where we will need to connect to an on-premises SQL Server instance from three separate PowerBI tenants (domains). These domains will be federated with the host server domain. Is this supported by the Enterprise Gateway, and if so are there any special installation or configuration considerations?

You can use the UPN mapping to do cross-domain mapping : https://powerbi.microsoft.com/en-us/blog/power-bi-gateways-april-update/
The Gateway machine has to be connected to the domain to enable this to work.
