    Instead of linking the tables, add a Department dimension to your data model and link it to both tables.

The lbendlin's response is a viable solution!

And Lolo_2023 , This type of closed-loop relationship between multiple tables is not recommended in Power BI Desktop because multiple active relationships create conflicts and multiple relationships may lead to unclear dependencies between tables:

BTW I did my own testing on this and I can still display the data with just these two relationships:

So could you please provide us with your sample data and a description of what calculations you are trying to achieve?
