You can install personal gateway and on-premises gateway on a machine. But it is not supported to install multiple on-premises gateways on a single machine.

According to the error message, you need to ensure these users are in same organization when you add administrator of the gateway. Do the different domain accounts come from your company?

We have two different account in separate ADs, not in one company
Is any way to use several gateways (accounts) on one windows server?
For every gateway we must to have separate server
It is expensive

In your scenario, you would need to install another gateway for the second account which is in different domain.
