Unable to convert the Excel Formula into Power BI

Dear all Power BI Experts,   Since Last10 days still I am trying to apply the excel formula into Power BI. But Unable to done it. Kindly help me to get this Done.   Sample File is attached here...

What does it mean C3 - F3?

    It is Column Name Sir,

     

    If you open my excel sheet, then I hope it will be understandable.

      this is the preview (i don't open files if not needed)

      but unfortunatly i can't undestand what you need?!?
