I had a similar problem. I was able to connect to an instance of MSSQL, but not to an other, which showed the error message mentioned above. I solved the problem by running PowerBI Desktop as administrator.

Thanks a lot for your post. The connection to the SQL Server is ok but I am still not having any view of the databases and Power BI still tell me that the user is not auhtorised. I've tried with SQL login or Windows login administrator of the Database and same problem. The remote connection on the database is well enabled.
