    It’s my pleasure to answer for you.

    According to your description,I think you can create a measure, then use it in filter pane.

    Like this:

    Measure =
VAR tab =
    TOPN (
        10,
        CALCULATETABLE (
            DISTINCT ( 'Table1'[value] ),
            FILTER ( ALL ( Table1 ), [Range] = MAX ( Table1[range] ) )
        ),
        [Value]
    )
RETURN
    IF ( MAX ( Table1[value] ) IN tab, 1, 0 )
