two values in the second row in the cells next to null (markered with black) should be next to the values in the corresponding upper cells

Need to look at some sample data to work out the steps for you. Please upload the file without confidential/sensitive data to a cloud storage service such as Onedrive/Google Drive/Dropbox/Box (Onedrive preferred) and share the link here.
This would depend on how the data is imported, and possibly what the raw format is. You could try to save it as an Excel file and import that?
that is from a web service called Ditat, I can only download pdf format document, then connecting to that PDF through Power BI
