Showing pivoted / transposed measures in Tabular Visual

Hello Everyone, 

I have been wraping my head around for quite some time now, and can't seem to fine a solution. so here is a sinario: 

What I have? 

I have 3 measures and a Date Table

• Dates Table
• Targets (sum of all target values)
• Actuals (sum of all Actual values)
• Variance (difference between actual - Targets)

What I am Trying to Achive?

is showing the visual above in a transposed/pivoted form in report view. like example below. 

Please help I have been trying really hard but havn't found a workable solution.

You could create a matrix.and  the original such as :

we could change the setting.
