Running total by year and quarter

I have the linked workbook that contains a very simple dataset and I need to be able to calculate the running total at end of each quarter of each year.

So for example, for the total publications column I need a running sum like this:

Q1 = 43

Q2 = 105

Q3= 181

Q4 = 285
