Do you refresh the report in the dashboard by using “Refresh dashboard tiles”?
If that is the case, firstly, sometimes changes will not be immediately applied in dashboard, we need to wait about 10-15 minutes for refresh to be reflected in the dashboard tiles. According to your description, it stuck after 15 minutes break, could you please re-pin the visualization to the dashboard and check the result? Also try to figure out if this is a timing issue or something else.
Secondly, the real-time dashboard feature you post can’t meet your requirement, it is used in the scenario that you create apps that integrate with a Power BI dashboard.
