you will excounter your issue if you use the data of DGM table to the data of OPS
If you will analyse your relationship, ORD has a relationship to DGM but not the other eay around.
Same scenario with OPS.
This is not advisable but try to have a both relationship instead of single.
Or have dim tables for all the common data between DGM and OPS and create measures for the values you need.
