A viewer on a workspace who has a RLS on a report in power Bi couldn't access the report; how do I fix that because I don't want the viewer to edit the report; hence, I don't want her to be a member.

1. The viewer role cannot edit reports.

2. If you want RLS to take effect for a user, the user can only be assigned the viewer role of the workspace.

3. What message is displayed when a user accesses a report?
If you see a "Request access" message when you select the link to a report or dashboard, you don't have permission to view it. You need to request access to it.
With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, or the content needs to be in a Premium capacity.
