RLS - "Other User" not apply

hi,

 

i create new roles "Country" and when I test the roles by -->view as role --> Choosing "Country" the data filter 

but when I  Choosing "other user" And inserting the same value as it does in "Country" the data is not filtered (show all Country )

what can be the reason?

    When you test RLS on the desktop you need to choose BOTH roles.  The role you want to test AND the userid (userprincipalname) of the person you want to test as for that role.  Both "Country"  and "Other User"  are needed for a correct test on the desktop.  No such limitation on the service.
