I'm not super-knowledgable in the Dataverse space I'm afraid, but in Power Query I would try switching off Privacy checking altogether (I'm assuming this is appropriate as you've already tried setting to Public).

Helper IISounds like you need to make a fourth query, and use that to append your tables; you can probably even just use "Append as new query".
