Project Online content pack for Power BI - health indicators

I am newly using the Project Online content pack for Power BI. In the health indicators (cost, work, schedule), I believe I've found information on the red, yellow, and green indicators. What do the gray indicators mean? I see them on projects that HAVE started. Thanks!

Gray color means that projects do not have a written baseline. Therefore, the condition of the project can not be determined.

I do not have project online. But I would like to create excel data set locally using the project online data model so I can use power bi content pack developed for project online. Is there any sample content pack with off line excel data set? The reports in the content pack are very good to reuse locally.

@CFlott,

I would recommend you connect to Project online pbit  file in Power BI Desktop, and then check how the indicators are defined in the report and what is the meaning of different colors.
