Power Query in Excel - User has access to datasets that he doesn't have permission

I have a user who is getting access to Power BI Datasets (Semantic Models) when he is using Excel Power Query, get data, Power BI Datasets beyond what I show he has permission to view.

I have checked:
The report permissions for all reports that use that model

The Semantic model permissions

App permissions that include any reports that use that dataset

Workspace permissions

Made sure he was logged into Excel using his personal AD account

Is there somewhere else I should be checking?

have you added him as a member/admin/contributor to the workspace ?

He is not in the workspace permissions.  Only given build access to three datasets that live in the workspace.  But, he can build on seven different datasets.
